After a series of delays and alterations, the Massachusetts Paid Family and Medical Leave (PFML) law is set to go into effect July 1, with benefits beginning in 2021.
Following a June 11 agreement by state leaders to extend the deadline for PFML contributions to Oct. 1, the state Legislature and Gov. Charlie Baker announced additional changes on June 12 and finalized regulations five days later. In addition to moving the date for beginning employee deductions from July 1 to Oct. 1, the most recent changes:
- raised the contribution rate from 0.63 percent to 0.75 percent of employee earnings.
- extended the deadline for employee notification of their rights and obligations under PFML from June 30 to Sept. 30.
- extended the deadline for employers to apply for private plan exemptions from Sept. 20 to Dec. 20.
The dates of benefit availability remain unchanged.
As of Jan. 1, 2021, workers will be eligible under the law for up to 12 weeks of paid leave to care for a new child, attend to a sick or injured service member, or tend to a serious personal health condition. As of July 1, 2021, the law will make the benefit available to employees to employees caring for a seriously sick or injured family member.
As reported by WBUR, the PFML law "also authorizes up to 20 weeks of job-protected paid leave to recover from a worker's own serious illnes or injury, or to care for a seriously ill or injured service member."
